Involuntary Camping
By decree of the Ministry of Love, anyone found sleeping on city streets is clearly doing so involuntarily if there is no room in public-run homeless shelters, even if they have other options. These people have a constitutional right to be protected from the "cruel and unusual punishment" of being fined or arrested for violating the law because "they can't help it". A compassionate society has a duty to provide accommodations for all who say they need it. To prevent future "involuntariness", the obligation exists for handing out basic income, food, phones, and even free cab rides for the intoxicated.
