Used to refrain from prosecuting well-meaning, elderly officials of the State, since they are still useful tools in progressing the agenda of the Ministry of Truth. Alleged crimes are null and void, especially when the details can't be remembered. They are trivial compared to the moral excesses of the opposition, which must be aggressively prosecuted, with prejudice.
