A Very Nice Person
Signature personal attacks by notable political opponents are often prefaced by this offensive term. It is really an attack and dismissive put down, similar to "Bless your heart" spoken by a redneck southerner. At best, it is a backhanded compliment intended as a negotiation tactic to catch them off guard while seeming civil.
