Unexpected and overwhelming expenses that are required to implement Big Brother's policies, requiring everyone to step up and pay their fair share.  For example, because of the unanticipated influx of immigrants, every service in sanctuary cities is going to be impacted, from child/senior/veteran services to drug treatment programs to housing assistance.  Given this state of emergency, additional federal assistance is mandatory.
