Properly aligned protesters can commit minor criminal acts, break laws, invade and occupy buildings, and any other number of trivial illegal activities if they move forward Ministry of Truth goals.  Official apologies are appropriate if Ministry of Love enforcement looks too aggressive.  Harsh punishments such as arrests, forced dispersements, suspensions, and fines are unwarranted.

Evil groups (or nations) of thought-criminals who brazenly challenge Big Brother or the Ministry of Truth by gathering to protest openly, disrupting school board meetings, listening to controversial speeches, carrying offensive flags and banners, and trespassing on public property.  Self-defense, protecting the "innocent", and being armed with weapons are not acceptable activities and will be prosecuted to the fullest extent by the Ministries of Love and Peace.  Reasonable accommodations can be made for those fighting oppression and injustice.
