Money Laundering
By using non-governmental organizations (NGOs) to distribute aid and funds, the government has plausible deniability about the true amount of money being spent for activities that might draw too much unwanted attention from the public. By labeling these funds as going to "charitable" NGOs, Big Brother's administration can claim that it is not (directly) funding illegal immigration via free flights, cash payments, vouchers, housing, cars, phones, or abortions. Because there is no accountability or transparency, this is a win-win in getting stealth agendas implemented.
